I honestly didn't have anything planned for his prophecy. I just wanted to look clever and I thought that was vague enough to work in later. Now as for Butt-Racing Commissioner Guy, holy shit did I have fun drawing him. I kind of hate when anime gets like this (sorry Oda it aint my bag) but I can really see the appeal.
You guys remember butt-racing right? T'was an old YTMND thing. People doing stopmotion footage of themselves sitting on the ground then inching forward each frame.
